Yes. The spray is plain tap water at low pressure. Closer to a plant mister than a power washer. It surprises, it doesn't harm. No chemicals, no compressed gas, no startling sounds. Your cat learns the counter is unpredictable and stops going up. That's how cats learn from any environment.
